Can a grantee request an extension of the Period of Performance in the PFA if the infrastructure project requires more time to complete?

Yes, a request for an extension of the Period of Performance in the Program Funding Agreement can be approved for an infrastructure project that requires more time to complete; however, it is expected that this would only occur after the grantee has made every effort to complete the project by June 30, 2028.
