If a county is leasing a property that utilizes this funding to make capital improvements, the 20-30-year restrictive covenant agreement will be between DSH and the property owner. A long-term lease is a lease of at least 5-10 years but could be as many as 30-years.

The program contract will be between DSH and the county. If the county chooses to contract with builders and/or service providers, all oversight monitoring and payments for the subcontracts will go through the county.
