Is there an openness to considering either a shorter term commitment or model where developers could apply directly based on having a letter of support from the County?

Our amount is not enough to actually buy a house with. The county (and our providers) have only bought houses outright – I do not think the county will take on a mortgage. So we have been unsure of how to use this smaller amount of money for anything useful. Open to ideas though! Thanks
