We feel unclear about how long the lease would need to be for?  We obviously could not lease for 30 years?  Do you have any info on what the definition of long term lease is?

We will contract out the building remodel, the board and care licensing and the daily provision of intensive services to the FIST residents. Can the contractor bill State Hospitals directly or does all the funding go through VCBH?
