The MOA is a way to inform DSH that the non-county entity and the county have formally agreed to partner on the project and the property will be utilized to serve felony ISTs receiving services through a DSH-funded county program.
Research and consulting firm Advocates for Human Potential, Inc. (AHP) provides project management services to DSH for the process of awarding IST Infrastructure funding. Responsibilities include outreach, technical assistance, solicitation, selection, negotiation and contracting.
