Counties may contract with DSH for a Diversion or CBR service contract without the housing infrastructure contract. However if a county is interested in receiving housing infrastructure funds, both an infrastructure housing contract and a service contract for a Diversion and/or CBR program is required.
Research and consulting firm Advocates for Human Potential, Inc. (AHP) provides project management services to DSH for the process of awarding IST Infrastructure funding. Responsibilities include outreach, technical assistance, solicitation, selection, negotiation and contracting.
