If the county applies for the funding but a third-party service provider is providing the wrap around services, is the 20-year state contract with the third-party service provider or with the county?

The program contract will be between DSH and the county; the county may subcontract with a third-party to provide wrap around services to support a Diversion or Community-Based Restoration program.
