Does an applicant need to have a partner identified at the time of proposal submission?  

Applicants are not required to have a partner identified at the time the proposal is submitted. Form 2 is a certification that the applicant will receive, expend, and administer all funds received under this initiative, and should be signed by the applicant’s Lead Authorized Representative.
