Can IST infrastructure funds be used for a leased property? Does it still require the 20–30-year restrictive covenant? 

IST infrastructure funds CAN be used to rehabilitate or furnish a leased facility; however, IST infrastructure funds MAY NOT be used for lease payments. If an applicant leases a property and utilizes IST funding to make capital improvements, a 20–30-year restrictive covenant agreement between DSH and the property owner is required.
