Are partial builds (projects in progress) or infrastructure improvements eligible for IST funding?

IST Infrastructure funds are intended to cover downpayments or acquisition of new properties, rehabilitation of properties, construction of new properties, and/or furniture and minor equipment.

Research and consulting firm Advocates for Human Potential, Inc. (AHP) provides project management services to DSH for the process of awarding IST Infrastructure funding. Responsibilities include outreach, technical assistance, solicitation, selection, negotiation and contracting.
