For a multi-county collaboration, does DSH require 5 letters of support from each of the collaborating counties, or will DSH accept the 5 letters of support from the county serving as the lead?

DSH requires 5 five letters of support from each collaborating county. Letters of support are required from all county stakeholders applying for IST Infrastructure Grant funding. If a county is unable to obtain the required letter from one or more local stakeholders, DSH will consider allowing the agreement without that letter on a case-by-case basis.

Research and consulting firm Advocates for Human Potential, Inc. (AHP) provides project management services to DSH for the process of awarding IST Infrastructure funding. Responsibilities include outreach, technical assistance, solicitation, selection, negotiation and contracting.
