DSH Department Letter 24-004 defines a “non-DSH client” as any client apart from DSH populations and not referred to DSH that counties have contracted with DSH to serve. Therefore, a “DSH client” or “DSH-identified population” would be an individual who is receiving services funded by a DSH contract at the time they are occupying a bed.
