Do DSH program graduates count as DSH clients or Non-DSH Clients? Also, if a client is stepping down from a State Hospital to reside in this facility, do they still count as a DSH client?
Individuals who successfully complete the DSH Diversion program and have graduated are no longer considered DSH clients as they are no longer receiving services funded by a DSH contract. Additionally, if an individual discharges or is not currently admitted to a DSH program, they would not be considered DSH clients as their services are not funded by a DSH contract.
Can the maximum number of 60 calendar days that an IST bed may be occupied by a non-DSH client be extended? What would be an allowable exception approved by DSH?
Yes, as stated in DSH Department Letter 24-004, non-DSH clients may occupy a bed longer than the maximum of 60 days upon approval by DSH. Requests for extended use will be considered on a case-by-case basis.
What is the meaning of “DSH-identified populations” as stated in DSH Department Letter 24-004: “Information Regarding Utilization of DSH-funded IST Residential Infrastructure for Non-DSH Clients”?
DSH Department Letter 24-004 defines a “non-DSH client” as any client apart from DSH populations and not referred to DSH that counties have contracted with DSH to serve. Therefore, a “DSH client” or “DSH-identified population” would be an individual who is receiving services funded by a DSH contract at the time they are occupying a bed.
What are the current rents for non-DSH clients in facilities?
DSH allows for counties to use the IST Infrastructure program beds for non-DSH clients. However, rent or services pertaining to the non-DSH clients will not be reimbursed by DSH.

How flexible are the funds in the DSH service contract and alternative sources of funding? Can money be used from either the service contract or County Administrative Overhead Funding to cover a 24/7 facility management position?
DSH Permanent Diversion Service Contract funds may be realigned from one line item to another within a given fiscal year, provided the county does not exceed the total contracted dollar amount for that fiscal year. The realignment of contract funds must be requested by the county and approved by DSH. This request may be submitted at any time and will not require a contract amendment. Staff salaries could be invoiced through the Administrative Overhead funding line item in the DSH Permanent Diversion Service Contract. If the facility is not serving 100% DSH Permanent Diversion clients, only the percentage of workload associated with the DSH Permanent Diversion clients can be invoiced through the DSH Permanent Diversion Service Contract funding. Can a grantee request an extension of the Period of Performance in the PFA if the infrastructure project requires more time to complete beyond June 30, 2028?
Yes, a request for an extension of the period of performance in the Program Funding Agreement can be approved for an infrastructure project that requires more time to complete.
